There is another personnel change in the exchange traded fund (ETF) industry this week. Noel Archard, an expert in ETFs for Vanguard Group has joined Barclays Global Investors. He will be head of product development for the iShares ETF business. After 10 years with Vanguard and working with the ETF division since 2003, he will add to the success at BGI. "I believe BGI has the right combination of talent, resources and vision to continue to be the market leader in this fast-growing industry," Archard said in Investment News.
