		<description>This makes no sense.  Speculating on front-month futures cannot push the price of a commodity up arbitrarily b/c those contracts have to be rolled to future months eventually (thereby selling the front-month and buying the next).  I could understand the govt setting limits on speculative delivery (storage / hoarding) of commodities, but futures just can&#039;t be manipulated in this way.</description>
